RGB Carcolors and shaders

Hey, Here comes my rgb colorscript that uses the freeroam resource palette. It uses a settings.xml file to store the colorcodes for the client. and in the code you can change if it should pop up first time they join the server or not, and if the custum colors should be deafault. now it toggles with F3.
(i stole some timer code from your colour script NikT

)

for the best MTA experience i highly reccomend my graphic booster resource that enables shaders for the carpaint, water and a much better roadmap. it togles with F2.
