admin script is now installed on the DRuG samp server

I've setup an admin script on the DRuG samp server, so we can now have some admins present there.
I'll be giving admin to DRuG members who visit the server.

- admin script
- votemode script

next i gotta add the [DRuG]Grish command

in Firefox all my typing comes up with errors :(
