Votemanager

It's quite annoying having people vote in the middle of a race and having no way to stop it. The votemanager resuoure has a function to stop votes but its not used anywhere in it so i modified it a little bit



You'll need acl permissions to use/see it, there's also a /stopvote command.

A couple of small fixes to the votemanager resource itself.

I updated this to show the option for cancelling a vote when you log in, and remove it when you log out. I don't actually think it was checking if people were logged in before . I also changed the acl right name to make it clearer.

I vote Dabombber's Votemanager would be a very good thing on the nightly build server.

Installed and running well..

Now we can keep it in race server without having to lock it down.
