How do you ban a player via Serial number

I've tried and failed.
|ARG|-FRANCO has been caught using every sobeit cheat in the book and has been banned 4 times now.
But he has dynamic IP, so can avoid the simple ban on his IP address.
It's getting annoying having to re-ban him all the time, and he is messing up the records tables with his results.
How can I ban him permanently?

You can't since the serial number system was removed.
instead use
/tban
Demi's custom banning script.
