They've done a reasonable job at keeping it compatible with a wide envelope of hardware, especially with all the graphics tweaks and Slick's Perfermance Tool... I find I can run it on the setup I had optimised for Vice City.
Overall, obviously there was a jump in the hardware required to run, but the file layout hardly changed at all.. though the tools required had to be updated to adapt to the internal model differences, for instance, the collision file arrangement changed in San Andreas, as did the way the texture files behaved across all versions..
But as far as the tools used? Pretty much the same ones for every version, sometimes with backward compatability... so modding should get going pretty quick, all depends on how quickly to tool coders start to understand the updates to what is hopefully, Rockstar's existing framework.
