OK, after reading your comment above you can rule out a problem with MTA as the problem also occurs on other games. Something is blocking internet access to the servers. It's either some software on your pc/laptop or it's your router causing the problem.
1. Reboot your router.
2. Make sure windows firewall is OFF and close any other firewall software that you may have ie Zonealarm, Norton etc.
3. Shut down any antivirus software.
4. Do you use a program called PeerBlock or similar?
I use it when downloading torrents as it lets you control who your computer "talks to" on the Internet.
http://www.peerblock.com/ If I am using Peerblock, I find that I cannot access some websites and can not join some online servers.
Make sure that you don't have any programs like this running on your computer when you want to play online.
5. You need to check all the settings on your router to see if anything is blocking online access to the required ports.
It may be easier to push the RESET button on the router to restore it to its factory default settings.
