it was established that the "Too many connections" errors were coming from a mis-configured script for the mailing lists for the outdoor dance parties that are also run from this server.

inifficient area in the code (perhaps missing mysql_close()'s, or multiple (and useless) connections). I'm just speculating,

I think my speculation proved true. I feel like Albert Einstein when he theorized that time is the fourth dimension.

Nope, the error was not in our system, it was in another client on this server's SQL scripts that had errors, which have since been resolved - as noted previously, this was my original theory... thus proving ME right

Also, our hosting is paid up for another year... $142, I'll bill you all later.
